ESA BIC Latvia will invest €1.2 million in Latvian Space Startups

Latvia has become one of the most generous European countries in supporting space startup incubation, allocating €1.2 million in grant funding to foster business development. On June 20, 2025, the European Space Agency's Business Incubation Centre in Latvia (ESA BIC Latvia) signed an agreement with the Central Finance and Contracting Agency of Latvia (CFLA) to implement the project “Support for the Development of New Technologies by the ESA Business Incubation Centre in Latvia.” The total project value is €964,404, including €819,743 received from the European Regional Development Fund (ERDF) and €144,660 as co-financing from the state budget.

Until now, the incubator operated with funding provided by the European Space Agency (ESA), supporting 12 Latvian space startups. Following the new agreement between CFLA and ESA BIC Latvia, both the number of supported companies (now 15) and the grant amount available to each startup have increased. Each selected startup can now receive up to €80,000 in funding — the highest amount offered among ESA BIC incubators in Europe, compared to an average of €50,000 in other member states. Under the new financing model, half of the €80,000 comes from ERDF and the other half from ESA.

Latvia’s participation in the ESA BIC network is a great example of ministerial cooperation, with the Ministry of Economics and the Ministry of Education and Science jointly promoting innovation and its internationalization. The incubator operates through the combined support of both ministries and ESA’s initiative to include Latvia to its incubator network. The ESA BIC network now consists of 32 incubators and is the second largest business incubation network globally. The network has contributed to numerous success stories in the space sector.

Continuing the development of Latvia’s space industry it is strategically important to ensure the country’s effective access to the rapidly growing space economy, which is projected to reach globally a value of $1 trillion by 2030.

Applications for incubation are open yearlong via the application form available at www.esabic.lv. Startups can apply and receive consultations at any time, though intake into the incubator takes place twice a year. If demand is high, additional selection rounds may be organized. Applications are evaluated by experts from Latvia and ESA. Participation in the incubator provides startups with access to the extensive ESA BIC network across Europe and the opportunity to take part in ESA procurement processes. Moreover, the ESA BIC brand serves as a quality seal, helping startups enter international space missions as well.

ESA BIC Latvia invites startups developing innovative products using satellite data, navigation systems, telecommunications, or other space technologies with real-life applications in the economy to apply. The incubator offers up to two years of support for each selected startup, including not only funding but also free legal and business consultations, mentorship, access to expert guidance, specific satellite data and IT systems, and a broad network of contacts. Free consultations are available before the application deadlines, so startups are encouraged to reach out to the incubator early to prepare high-quality applications.

Currently, ESA BIC Latvia supports already one startup - NRG Solutions - which uses Earth observation data and geospatial technologies to modernize property evaluation and assessment. In the first call for space startups, 7 promising applications were received; in the most recent call this June, 9 applications were submitted. The incubator aims to support 15 promising startups by 2030. After this cycle, a new program phase will begin. The total amount of support for startups through the incubator will reach €1.2 million, of which €600,000 are provided by ESA and the remaining amount is co-financed by ERDF.

ESA BIC Latvia is operated by Commercialization Reactor, Latvia’s leading platform for Deep Tech startup development. Since 2009, Commercialization Reactor has been building and scaling science-based technology startups with global potential, merging scientific innovation with entrepreneurship by providing team-building, commercialization training, investment, and international acceleration.

The ERDF funding was granted based on Cabinet of Ministers Regulation No. 501 of July 23, 2024, “Implementation Framework for the First Round of the Measure ‘Support for the Development and Internationalization of New Products’ under the Specific Objective 1.2.1 ‘Strengthening Research and Innovation Capacity and the Introduction of Advanced Technologies in Enterprises’ of the EU Cohesion Policy Program 2021–2027,” to implement the project “Support for the Creation of New Technologies by the ESA Business Incubation Centre in Latvia.”

ESA BIC Latvia collaborates with 25 partner organizations in Latvia, including Riga Technical University, the Institute of Solid State Physics, Ventspils University of Applied Sciences, the Institute for Environmental Solutions, the Latvian Space Industry Association, law firms Cobalt and Sorainen, and many others. ESA BIC Latvia officially launched operations on November 13, 2024.

ESA BIC Latvia ieguldīs 1,2 miljonus eiro kosmosa jaunuzņēmumos

Latvija ir kļuvusi par vienu no dāsnākajām kosmosa jaunuzņēmumu inkubācijas valstīm Eiropā, paredzot 1,2 miljonus eiro granta finansējuma uzņēmuma attīstībai. Eiropas Kosmosa aģentūras Latvijas biznesa inkubators (ESA BIC Latvia) 2025. gada 20. jūnijā noslēdza vienošanos ar Centrālo finanšu un līgumu aģentūru (CFLA) par projekta “Eiropas Kosmosa aģentūras Latvijas biznesa inkubācijas centra atbalsts jaunu tehnoloģiju attīstībai” īstenošanu par kopējo summu 964 404 eiri, tai skaitā Eiropas Reģionālās attīstības fonda (ERAF) finansējums – 819 743 eiro un valsts budžeta līdzfinansējums – 144 660 eiro.

Līdz šim inkubatora rīcībā bija Eiropas Kosmosa aģentūras piešķirtais finansējums, lai atbalstītu 12 Latvijas kosmosa uzņēmumus, bet līdz ar CFLA un ESA BIC Latvia vienošanos, pieaudzis gan atbalstāmo uzņēmumu skaits (15), gan kopējā granta summa, ko jaunuzņēmumi varēs saņemt - 80 000 eiro. Tas ir lielākais ESA BIC inkubatoru sniegtais atbalsts Eiropā, salīdzinājumā ar vidēji 50 000 eiro citās dalībvalstīs. Jaunais finansēšanas modelis paredz ka pusi jeb 40 000 eiro jaunuzņēmumi saņems, pateicoties ERAF atbalstam un pusi - Eiropas Kosmosa aģentūrai (EKA).

Latvijas dalība Eiropas Kosmosa aģentūras Biznesa inkubācijas centru (ESA BIC) tīklā ir labs starpministriju sadarbības piemērs – Ekonomikas ministrija un Izglītības un zinātnes ministrija kopīgi veicina Latvijas inovāciju attīstību un to internacionalizāciju. Inkubators darbojas, pateicoties abu ministriju finansējumam un Eiropas Kosmosa aģentūras iniciatīvai pievienot Latviju šim inkubatoru tīklam. ESA BIC tīkls apvieno jau 32 inkubatorus un ir pasaulē otrais lielākais biznesa inkubatoru tīkls, kas ir veicinājis vairākus kosmosa nozares veiksmes stāstus.

Latvijai ir stratēģiski svarīgi turpināt kosmosa industrijas attīstību, lai nodrošinātu efektīvu pieeju strauji augošajai globālajai kosmosa ekonomikai, kuras vērtība līdz 2030. gadam pēc pētījumu aplēsēm sasniegs 1 triljonu ASV dolāru.

Pieteikšanās inkubācijai ir atvērta pastāvīgi, aizpildot pieteikumu, kas atrodams vietnē www.esabic.lv. Jaunuzņēmumi var pieteikties un saņemt konsultācijas jebkurā laikā, taču uzņemšana inkubatorā notiek 2 reizes gadā. Liela pieprasījuma gadījumā var tikt organizēta arī inkubācijas pretendentu papildu atlase. Pretendentu pieteikumus vērtēs gan Latvijas, gan EKA eksperti. Dalība inkubatorā sniedz jaunuzņēmumiem piekļuvi plašajam ESA BIC tīklam visā Eiropā un EKA iepirkumu iespējām. Turklāt, ESA BIC zīme kalpo kā kvalitātes apliecinājums, kas palīdz jaunuzņēmumiem straujāk iesaistīties arī starptautiskās kosmosa misijās.

ESA BIC Latvia aicina pieteikties inkubācijas programmā jaunuzņēmumus, kas izstrādā inovatīvus produktus, izmantojot satelītdatus, navigācijas sistēmas, telekomunikāciju risinājumus vai citas kosmosa tehnoloģijas ar praktisku pielietojumu tautsaimniecībā. Inkubators piedāvā atbalstu līdz 2 gadiem, katram uzņemtajam uzņēmumam, kurā ietilpst ne vien finansējums, bet arī bezmaksas juridiskās un biznesa konsultācijas, mentoru un ekspertu atbalsts, piekļuve specifiskiem satelītdatiem un citām IT sistēmām, kā arī pieeju plašam kontaktu lokam. Pirms pieteikuma iesniegšanas termiņa ir pieejamas arī bezmaksas konsultācijas, tāpēc uzņēmumi ir aicināti kontaktēties ar inkubatoru savlaicīgi, lai sagatavotu savus pieteikumus kvalitatīvi.

Šobrīd ESA BIC Latvia atbalsta jau vienu jaunuzņēmumu - NRG Solutions, kas izmanto Zemes novērošanas datus un ģeotelpiskās tehnoloģijas, lai modernizētu īpašumu novērtēšanu un izvērtēšanu. Pirmajā kosmosa jaunuzņēmumu uzsaukumā pieteicās 7 perspektīvi startapi, bet pēdējā uzsaukumā šā gada jūnijā tika saņemti 9 pieteikumi. Tādējādi inkubators paredz, ka līdz 2030. gadam tiks sasniegts mērķis – 15 perspektīvu uzņēmumu uzņemšana. Pēc šī posma tiks uzsākts jauns programmas cikls. Inkubatora kopējais atbalsta apjoms jaunuzņēmumiem veido 1,2 miljoni eiro, no kuriem 600 000 eiro nāk no EKA un pārējais - no ERAF līdzfinansējuma.

ESA BIC Latvia darbību nodrošina Komercializācijas Reaktors (Commercialization Reactor) – vadošā Latvijas zinātņietilpīgās jaunuzņēmējdarbības attīstības platforma, kas kopš 2009. gada veido un attīsta zinātnē balstīto tehnoloģiju (Deep Tech) jaunuzņēmumus ar globālu potenciālu. Tā apvieno zinātnes inovācijas ar uzņēmējdarbību, nodrošina komandu veidošanu, komercializācijas apmācības, investīcijas un starptautisku akcelerāciju.

ERAF finansējums ir piešķirts pamatojoties uz Ministru kabineta 2024. gada 23. jūlija noteikumu Nr.501 “Eiropas Savienības kohēzijas politikas programmas 2021.–2027. gadam 1.2.1. specifiskā atbalsta mērķa ”Pētniecības un inovāciju kapacitātes stiprināšana un progresīvu tehnoloģiju ieviešana uzņēmumiem" 1.2.1.1. pasākuma "Atbalsts jaunu produktu attīstībai un internacionalizācijai" pirmās kārtas īstenošanas ietvaru, lai ieviestu projektu - "Eiropas Kosmosa aģentūras Latvijas Biznesa inkubācijas centra atbalsts jaunu tehnoloģiju radīšanai".

ESA BIC Latvia sadarbojas ar 25 partnerorganizācijām Latvijā, to starpā ir Rīgas Tehniskā universitāte, Cietvielu Fizikas institūts, Ventspils Augstskola, Vides risinājumu insititūts, Latvijas Kosmosa industrijas asociācija, “Cobalt”, “Sorainen” un daudzi citi. ESA BIC Latvia darbību oficiāli uzsāka 2024. gada 13. novembrī.

First Startup for Incubation Has Been Selected

We have selected the first startup for incubation!

ESA BIC Latvia in collaboration with the ESA Commercialisation Gateway and local space ecosystem experts, concluded its first Tender Evaluation Board. Two promising Latvian startups were selected to join the our incubation programme - representing both upstream and downstream domains of the space economy.

🥁We’re proud to officially announce the 1️⃣ incubatee. NRG Solutions, which uses Earth Observation (EO) data and geospatial intelligence to transform real estate assessment and decision-making. 🌍🏡

"We're beyond excited to be the first company selected to join ESA BIC. We look forward to a fruitful incubation period leveraging the expertise, support and community of ESA BIC. Our ambition is to turn complex EO data sets into actionable value for real estate professionals, and we're off to a great start," said Linda Sēle, CEO of NRG Solutions.

A second incubatee is also on its way to be announced as soon as contract negotiations are finished. ESA BIC Latvia will support at least 12 startups over 5 years, offering up to 💶 €60,000 in non-equity funding for each incubatee, mentoring, legal and technical support, and access to the ESA network and international space industry.

Hosting Israeli Ambassador in Latvia

Today, we had the honour of hosting Israeli Ambassador to Latvia, Sandra Simovich, at our office in theIntelligent Space.

We presented the work of Commercialization Reactor and ESA BIC Latvia, showcasing how we empower Latvian and European entrepreneurs and scientists through our EIT-awarded training programs and incubation opportunities.

🚀 We see great potential in collaborating with the Israeli market - our startups are eager to explore pilot projects, cross-border scientific research, and funding opportunities. We also welcome Israeli entrepreneurs and scientists who are interested in European market to join CR’s science commercialization incubator and accelerator for developing niche technology solutions which is our expertise.

1st Tender Evaluation Board (TEB) of ESA BIC Latvia Is Officially Closed

Our 1st Tender Evaluation Board (TEB) for 🌌 Space startups is officially closed. The team of experts consisted of ESA BIC Latvia Manager Lev Lapkis, European Space Agency - ESA BIC Commercialisation officer Maud Moullec, Commercialization Reactor and Kaspars Karolis (head of the Latvian delegation to ESA from Izglītības un zinātnes ministrija) with the help of local Space economy experts from, RTU Science and Innovation Centre, RTU Aeronautikas Kosmosa inženierijas un transporta insitūts (AERTI) and Vides risinājumu institūts.

7️⃣ shortlisted startups that met ESA BIC's evaluation criteria pitched their cases, with some presenting their business case for the first time. We were thrilled to see promising startups presenting bold, ambitious ideas to commercialize space technology. After a careful review, the evaluation board decided to propose an incubation contract to 2️⃣ companies.

Startups that didn’t pass the review due to the TEB’s strict criteria will have the chance to get a debrief about the review with some recommendations that could be implemented in their business proposals. While details of the selected startups will be disclosed at a later stage, we can already share that one of the incubatees is developing an upstream solution, focusing on innovations within space technology, while the second startup is engaged in downstream applications, utilizing space data and services for commercial use on Earth.🛰️

ESA BIC Latvia is committed to fostering a strong space-related entrepreneurial environment by providing technical, financial, and business support to startups working on innovative space solutions. This selection round marks the beginning of many exciting developments in Latvia’s emerging space sector. In the coming years we hope to incubate at least 12 promising startups, each receiving the following benefits:

Luca del Monte from European Space Agency (ESA) to open ESA BIC Latvia

Meet our keynote speaker for the in-person ESA BIC Latvia opening: Luca del Monte!

We are thrilled to welcome Luca del Monte, a senior executive from the European Space Agency - ESA, as the keynote speaker on November 13!
Mr. del Monte is the Head of the ESA Commercialisation Department. It supports European space entrepreneurs in their journey to commercialization and sustainable scale-up on the global markets, with a full range of services including business incubation, transfer of technology, and connection with the investor's community.

Luca del Monte has been instrumental in developing major security-related space projects, including the Space Situational Awareness (SSA) initiative and establishing Europe's first space cybersecurity centre. Currently, he is also a professor of Space Commercialisation at the Doctoral School of Bari Polytechnic (Italy), he teaches Space Entrepreneurship at the LUISS Business School in Amsterdam and is co-founder of ECSECO, the European Centre for Space Economy and Commerce based in Vienna. ESA BIC Latvia is on a mission to build a sustainable community of space startups

"Our mission is to build a sustainable community of space startups, positioning Latvia as a leader in the European science-based economy with a strong focus on the space industry. We aim to foster an environment where innovative ideas can transform into successful ventures, driving growth in Latvia's high-tech sector. This can be achieved through systematic support for creating new, globally oriented companies, providing them with the tools and resources they need to thrive. For instance, you don't have to start by planning how to launch rockets or build satellites; there is significant demand for more accessible solutions, such as developing advanced materials, manufacturing critical components, offering specialized services for space missions, and utilizing satellite data to strengthen the national economy," emphasizes Lev Lapkis, Manager of ESA BIC Latvia and developer of the space ecosystem.

Over the next 5 years, we will incubate 12-18 startups with 2 years of support each. Startups will receive:

✅ business coaching from Space industry specialists,
✅ technical support,
✅ IPR/legal advice and
✅ financial support from ESA - European Space Agency.

All services will be free, allowing founders to focus on growth and innovation.

This initiative is backed by Izglītības un zinātnes ministrija (Ministry of Science and Education) as the Head of Latvia's space delegation and Ekonomikas ministrija/ Ministry of Economics, who are instrumental in establishing a sustainable space ecosystem here. Together we are making Latvia 🇱🇻 a hub for space innovation and entrepreneurship.

"Hera" Mission Launch, Latvia's "Eventech" is participating

On October 7, the mission "Hera" was successfully launched in the USA, which is the world's first project to protect the Earth from asteroids! The mission is especially important for Latvia, as the Latvian space technology company "Eventech" participates in its development and implementation. Eventech specializes in the development of ultra-precise timing devices for space and ground applications (picoscope velocity). The timing module for space developed by it - PALT (Planetary Altimeter) is one of the instruments of the Hera spacecraft.

The Hera mission is a continuation of NASA - National Aeronautics and Space Administration Dart mission, which two years ago successfully changed the trajectory of the asteroid Dimorphos. Now "Hera" will conduct a detailed study to analyze the composition of the asteroid and changes in the flight trajectory. This research is critical to improving Earth's defense capabilities against potential asteroid threats. 🌌

The Hera mission has a budget of an impressive €360 million and involves 22 countries, t.sk. Latvia, thanks to the company "Eventech". 🌍🚀

Thanks to European Space Agency - ESA and cooperation with NASA, we will obtain data on the asteroid system and the composition of space, which will help us better understand the formation of the solar system and the possibilities of protecting the Earth from space threats.

There are more than 50 companies operating in the space industry in Latvia, and their number is growing. Experts see great potential for this industry, saying that this is the new export market.
